കേരള സംസ്ഥാന സാക്ഷരതാമിഷന് അതോറിറ്റി
കേരള ചരിത്രത്തില്‍ സുവര്‍ണ ലിപികളാല്‍ എഴുതപ്പെട്ട ദിനമാണ് 1991 ഏപ്രില്‍ 18. സംവത്സരങ്ങള്‍ നീണ്ട പരിശ്രമങ്ങള്‍ക്കൊടുവില്‍ ഇന്ത്യയ്ക്കു മാതൃകയായി കേരളം സമ്പൂര്‍ണ സാക്ഷരത കൈവരിച്ചത് അന്നാണ്. കോഴിക്കോട് മാനാഞ്ചിറ മൈതാനിയില്‍ പതിനായിരങ്ങളെ സാക്ഷി നിര്‍ത്തി മലപ്പുറത്തെ ചേലക്കോടന്‍ ആയിഷ എന്ന നവസാക്ഷരയാണ് കേരളം സമ്പൂര്‍ണ സാക്ഷരത നേടി എന്ന് പ്രഖ്യാപിച്ചത്. ആദ്യം നഗരം, പിന്നീട് ജില്ല, ശേഷം സംസ്ഥാനമൊട്ടുക്കും എന്ന വിധത്തില്‍ നടന്ന അക്ഷരജ്വാല കേരളത്തിന്റെ നഗര ഗ്രാമാന്തരങ്ങളിലേക്ക് ആളിപ്പടര്‍ന്നു. 1989 ജൂണ്‍ 18ന് ഇന്ത്യയിലെ ആദ്യ അക്ഷര നഗരമായി കോട്ടയം പ്രഖ്യാപിക്കപ്പെട്ടു.. 1990 ഫെബ്രുവരി 4ന് എറണാകുളം ജില്ല ഇന്ത്യയിലെ പ്രഥമ സമ്പൂര്‍ണ സാക്ഷരതാ ജില്ലയായി. ഒടുവില്‍ കേരളം സമ്പൂര്‍ണ സാക്ഷരതാ സംസ്ഥാനമായി.
ഇന്ത്യയില്‍ ഏറ്റവും ഉയര്‍ന്ന സാക്ഷരതാനിലവാരം കാത്തുസൂക്ഷിക്കുന്ന സംസ്ഥാനമാണ് കേരളം. സമ്പൂര്‍ണ സാക്ഷരതായജ്ഞത്തിലൂടെ ഇന്ത്യയ്ക്ക് മാതൃകയായ കേരളം തുടര്‍വിദ്യാഭ്യാസ പരിപാടികളിലും മാതൃകാപരമായ നേട്ടങ്ങള്‍ കൈവരിച്ചുവരികയാണ്.
കേരളസംസ്ഥാന സാക്ഷരതാസമിതി എന്ന പേരില്‍ ആരംഭിക്കുകയും പിന്നീട് 08-05-1997ലെ ജി.ഒ.(എം.എസ്)നം.163/97/ജി.എല്‍.ഇ.ഡി.എന്‍. നമ്പര്‍ ഉത്തരവ് പ്രകാരവും 22-08-1997ലെ ജി.ഒ.(എം.എസ്)നം.332/97/ജി.എല്‍.ഇ.ഡി.എന്‍. നമ്പര്‍ സര്‍ക്കാര്‍ ഉത്തവുകള്‍ പ്രകാരം സാക്ഷരതാമിഷന് അതോറിറ്റി എന്ന നാമധേയത്തില്‍ ട്രാവന്‍കൂര്‍ കൊച്ചിന്‍ ലിറ്ററസി സയന്റിഫിക് & ചാരിറ്റബിള്‍ സൊസൈറ്റീസ് ആക്ട് 1956 അനുസരിച്ച് രജിസ്റ്റര്‍ ചെയ്ത് കേരളസര്‍ക്കാരിന്റെ പൊതുവിദ്യാഭ്യാസവകുപ്പിന്റെ കീഴില്‍ 1998 മുതല്‍ പ്രവര്‍ത്തിച്ചുവരുന്ന ഒരു സ്വയംഭരണ സ്ഥാപനമാണ് സംസ്ഥാന സാക്ഷരതാമിഷന് അതോറിറ്റി. തുടര്‍വിദ്യാഭ്യാസപദ്ധതികള്‍ നടപ്പിലാക്കുന്നതിന് കേന്ദ്ര ഗവണ്‍മെന്റ് ആവിഷ്‌കരിച്ചിട്ടുള്ള മെമ്മോറാണ്ടം ഓഫ് അണ്ടര്‍ടേക്കിംഗ് പ്രകാരം ആദ്യത്തെ മൂന്ന് വര്‍ഷം മുഴുവന്‍ ചെലവും കേന്ദ്രസര്‍ക്കാര്‍ വഹിക്കുമെന്നും തുടര്‍ന്നുള്ള വര്‍ഷങ്ങളില്‍ വരുന്ന ചെലവുകളുടെ 50ശതമാനം കേന്ദ്രസര്‍ക്കാരും ബാക്കി 50ശതമാനം സംസ്ഥാന സര്‍ക്കാരും വഹിക്കണമെന്നായിരുന്നു വ്യവ്യസ്ഥ ചെയ്തിരുന്നത്. പലവിധതടസ്സങ്ങള്‍ കാരണം കേരളത്തില്‍ നടപ്പിലാക്കി വന്നിരുന്ന സാക്ഷരതാ തുടര്‍വിദ്യാഭ്യാസപദ്ധതിയുട കാലാവധി കേന്ദ്രസര്‍ക്കാര്‍ നീട്ടുകയുണ്ടായി. 2009 മാര്‍ച്ചിനുശേഷം 50ശതമാത്തില്‍ കൂടുതല്‍ സാക്ഷരതയുള്ള സംസ്ഥാനങ്ങളില്‍ തുടര്‍വിദ്യാഭ്യാസപദ്ധതികള്‍ കേന്ദ്രസര്‍ക്കാര്‍ നിര്‍ത്തലാക്കി. ഈ സാഹചര്യത്തില്‍ സംസ്ഥാന സാക്ഷരതാമിഷന് ലഭ്യമായിക്കൊണ്ടിരുന്ന കേന്ദ്രധനസഹായം 2009 മാര്‍ച്ചിനുശേഷം അവസാനിക്കുകയും ചെയ്തു. കേരളത്തില്‍ നടപ്പിലാക്കി വന്നിരുന്ന സാക്ഷരതാ-തുടര്‍വിദ്യാഭ്യാസ പദ്ധതി പ്രവര്‍ത്തനങ്ങള്‍ കേരളത്തില്‍ ആവശ്യമാണെന്ന കണ്ടെത്തലില്‍ 2009ല്‍ സംസ്ഥാനസര്‍ക്കാര്‍ സാക്ഷരതാമിഷനെ പൂര്‍ണമായും ഏറ്റെടുത്തു. സാക്ഷരതാ-തുടര്‍വിദ്യാഭ്യാസപദ്ധതിയുടെ നടത്തിപ്പിന് സംസ്ഥാന ബഡ്ജറ്റില്‍ ഗ്രാന്റ്-ഇന്‍-എയ്ഡ് ആയി തുക അനുവദിച്ചുവരുന്നു.
ബഹു. മുഖ്യമന്ത്രി ചെയര്‍മാനും ബഹു. വിദ്യാഭ്യാസവകുപ്പുമന്ത്രി വൈസ് ചെയര്‍മാനും പൊതുവിദ്യാഭ്യാസ വകുപ്പ് സെക്രട്ടറി മെമ്പര്‍ സെക്രട്ടറിയുമായുള്ള ജനറല്‍ കൗണ്‍സിലും ബഹു. വിദ്യാഭ്യാസവകുപ്പുമന്ത്രി ചെയര്‍മാനും പൊതുവിദ്യാഭ്യാസ വകുപ്പ് സെക്രട്ടറി വൈസ് ചെയര്‍മാനും സാക്ഷരതാമിഷന് ഡയറക്ടര്‍ മെമ്പര്‍ സെക്രട്ടറിയുമായുള്ള എക്‌സിക്യൂട്ടീവ് കമ്മിറ്റിയുമാണ് ഭരണനിര്‍വഹണം നടത്തിവരുന്നത്.സംസ്ഥാനതലം മുതല്‍ വാര്‍ഡ്തലംവരെയുള്ള ജില്ലാതല പ്രവര്‍ത്തനങ്ങള്‍ക്ക് നേതൃത്വം നല്‍കുന്നത് തദ്ദേശസ്വയംഭരണ സ്ഥാപനങ്ങളില്‍ പ്രവര്‍ത്തിച്ചുവരുന്ന വിവിധ സാക്ഷരതാസമിതികളാണ്.
ദേശീയ സാക്ഷരതാമിഷന് കേരളത്തിലേക്ക് തുടര്‍വിദ്യാഭ്യാസപദ്ധതി വിഭാവനം ചെയ്യുമ്പോള്‍ നടപ്പിലാക്കുന്നതിനായി തദ്ദേശസ്വയംഭരണ സ്ഥാപനങ്ങളെയാണ് തെരഞ്ഞെടുത്തത്. ഓരോ തദ്ദേശസ്വയഭരണ സ്ഥാപനങ്ങളിലും പദ്ധതി പ്രവര്‍ത്തനങ്ങളുടെ നടത്തിപ്പിനായി സാക്ഷരത-തുടര്‍വിദ്യാകേന്ദ്രങ്ങള്‍ അനുവദിച്ചിരുന്നു. തുടര്‍ന്ന്, സാക്ഷരതാപ്രവര്‍ത്തനങ്ങളുടെ പ്രചാരകരായി പ്രേരക്മാര്‍ എന്ന നാമധേയത്തില്‍ സാക്ഷരതാപ്രവര്‍ത്തകരെ തെരഞ്ഞെടുക്കുകയും ചെയ്തു. കേരളത്തിലെ നിരക്ഷരതനിര്‍മാര്‍ജനം ചെയ്യുന്നതിന്റെ ഭാഗമായി സംസ്ഥാനത്തൊട്ടാകെയുള്ള മുഴുവന്‍ തദ്ദേശസ്വയംഭരണ സ്ഥാപനങ്ങളില്‍ സാക്ഷരത-തുടര്‍വിദ്യാകേന്ദ്രങ്ങള്‍ ആരംഭിക്കുവാനും അതനുസരിച്ച് നിലവിലുള്ള പ്രേരക്മാരെ പുനര്‍വിന്യാസം നടത്തിയിട്ടുണ്ട്. സംസ്ഥാനത്തൊട്ടാകെ 2095 പ്രേരക്മാരാണ് നിലവില്‍ പ്രവര്‍ത്തിച്ചുവരുന്നത്.
