Prospectus
The State Literacy Mission Authority is the official agency for implementing the literacy and Continuing Education Programme in Kerala. It is an autonomous institution supported by the National Literacy Mission, Government of India and the State Government.
The major programmes of the Literacy Mission are literacy classes, equivalency programmes, income generating programmes, quality of life improvement programme and individual interest promotion programme. The programmes are implemented through the 4,000 continuing education centres which spread all over the state.
The Equivalency Programme, implemented by the State Literacy Mission is gaining momentum in the state. Neo-literates and school dropouts who wish to continue their studies in the non-formal educational scheme are the real beneficiaries of the equivalency programme. As a part of it, equivalency courses are conducted for std. IV and VII and state recognised certificates are issued to the learners. Considering the persistant need of the Keralites residing abroad, the Government of Kerala has accorded sanction to the State Literacy Mission (GO(MS)78/2004/G.Edn. dated 09.03.2004 See Appendix 1) to start X std. ‘O’ level equivalency certificate course also. This course is conducted in two stages viz., ‘O’ level (5 months duration) and ‘A’ level (7 months duration).
An examination board viz., Equivalency Examination Board consisting of the Secretary to the Department of General Education as
Chairman and the Directors of Departments of General Education, Vocational Higher Secondary, Higher Secondary, SCERT,
Literacy Mission Authority and three nominated members from the field of Adult Education, has been constituted to conduct the ‘O’
level examination. ‘A’ level examination is conducted by the Board of Public Examinations.
Xth Standard Equivalency Certificate Course
Liberalised ‘O’ level Examination, Curriculum
•Xth standard equivalency certificate course is conducted in two stages. ‘O’ level or ordinary level and ‘A’ level or advanced level.
•Only those who pass the ‘O’ level are eligible for admission to the ‘A’ level course.
•The Equivalency Examination Board is authorised to conduct the ‘O’ level Certificate Course which will help a number of expatriates from Kerala working abroad for the renewal of their work permit and residence permit. But this certificate in any case is not sufficient for considering appointments through PSC.
•Those who pass the ‘A’ level examination will be given a certificate from the Public Examination Board, equivalent to the SSLC certificate which can be used for job placements, higher studies etc.
•All subjects for the SSLC are also included in the ‘O’ level and ‘A’ level courses. Necessary changes are brought in the syllabus to suit the age, work and life experience of the learners concerned.
Registration
•Application for registration should be submitted in the prescribed form along with the prescribed fee.
•The applicant should have completed 18 years of age at the time of registration. There is no upper age limit.
•The NRI’s and others outside Kerala should submit their applications for registration only at the office of the Kerala State Literacy Mission, Thiruvananthapuram.

Registration time limit.
•The registration is valid only for first three chances.
Period of Study
•The duration for the ‘O’ level certificate course is five months and that of the ‘A’ level certificate course is seven months.
How to apply
•The application form, prospectus, and other details are available from State Literacy Mission Office or District Literacy Mission Offices at a cost of Rs. 100/-. Those who wish to apply by post, should send their self-addressed envelope (10.5 x 7 inches size) with 20 rupee stamp affixed along with a DD for Rs. 100/-, which can be encashed at SBT, Sasthamangalam branch, Thiruvananthapuram in favour of the Director, Kerala State Literacy Mission Authority, Kowdiar P.O., Thiruvananthapuram -3 (See appendix 2). The application can also be downloaded from the website www.literacymissionkerala.org. The downloaded forms should be accompanied by a DD for Rs. 100/- as application fee along with other prescribed fee. Photocopies of the forms are also allowed.
.Registration fee and course fee should be remitted along with the application form.
•The examination fee can be remitted either at the time of registration along with the registration fee or one month before the examination along with the application for examination.
•Registration fee, course fee, and examination fee should be remitted only as Demand Draft. Cash will not be accepted.
•Filled-up applications should be submitted to the Director, Kerala State Literacy Mission, Kowdiar P.O., Thiruvananthapuram 695 003 in person or by registered post. Application forms can also be submitted directly at the 14 district offices (See appendix 2).
Documents required along with the application.
•Any government approved document to prove age such as birth certificate, school records etc.
•Demand Draft of prescribed fee.
•The identity card with passport size photograph affixed.
•Filled-up acknowledgement card duly stamped.
•Duly filled address slip.
How applications can be rejected
•If the applications are vague and incomplete.
•If the required fee not fully remitted.
•If the government approved age certificate is not enclosed.
•Other relevant reasons found by the Board.
Course Materials
•The course materials are available from the Kerala State Literacy Mission Office, Kowdiar, Thiruvananthapuram and from the District Literacy Mission Offices.
Class guidance
•The classes will be held by efficient & experienced teachers at selected educational centres, schools, and other convenient places.Official announcement to this will be made by 15 November, 2004.
•The class timings will be scheduled according to the convenience of the learners.

Selection of Examination Centres
•The learners can choose the examination centres according to their convenience.But the decision of the Equivalency Examination Board will be final regarding the allotment of the examination centres.
Conduct of Examination
•The public examination will be conducted by the Equivalency Examination Board at the selected educational centres.
Identity Card
•An identity card will be issued to the applicants after scrutiny of applications, which should be produced as and when required for all official matters relating to this course including the public examination.
•In case of loss of original identity card, a duplicate identity card will be issued for a DD for Rs. 50/- along with a request to the Director, Kerala State Literacy Mission.

Matters to be noted.
•The photograph that is affixed along with the application form must be attested by District Project Coordinators under Kerala State Literacy Mission/ Assistant Project Coordinators/ Principals of Government aided Schools/Colleges / Gazetted Officers / Heads of Local Administrative Bodies / Village officers / Thahasildars, etc.
•If there is any change in the address of the applicant, the matter should be brought to the notice of the Director, State Literacy Mission.
•Admission number and name of the district must be specified in all correspondences.
Instructions for filling the applications.
•The applicant must go through the prospectus carefully before filling the application form.
•All columns must be carefully filled.
•Black or blue ball point pen must be used for filling the form.
•The attested photograph should be affixed in the prescribed space.
•Name, address, district and pin code should be clearly mentioned in the address slip.
•The applicants themselves must fill up the identity card and the acknowledgement card.
•The filled-up application forms should be submitted directly or by post to the Director, Kerala State Literacy Mission Authority, Kowdiar PO, Thiruvananthapuram before the last date specified.
Rules and Regulations
1.The decision of the Equivalency Examination Board is final and binding in case of any controversy arises regarding the course/examination.
2.The Equivalency Examination Board has the right to make any amendments and revise or cancel the rules regarding the course.
3.If the last day for application falls on Sunday or a public holiday, the time of receipt of applications will be extended to the next working day till 5 P.M.
4.If any complaint/allegation regarding the examination/course, arises all such cases will come under the jurisdiction of the courts at Thiruvananthapuram.
5.A demand draft in favour of the Director, Kerala State Literacy Mission ,that can be encashed at the SBT, Sasthamangalam Branch, Thiruvananthapuram should be attached with the application.
6.All incomplete, vague application forms without required fee remittance, will not be considered at any cost.
7.The amount once remitted will not be refunded.
